Vatican City does not run a candy factory. It runs souvenir shops with papal chocolates, Swiss-guard-adjacent kitsch, and the same Roman pastry as the streets outside: maritozzi, gelato, espresso at a bar. The honest snack is a Roman cornetto eaten after you leave St. Peter's, plus a foil-wrapped Vatican chocolate if you want the stamp.

The world’s smallest country snacks like Rome because it is inside Rome. Museum shops sell chocolate with a coat of arms. The better bite is a maritozzo or a gelato on the way out. Inventing a papal nougat heritage would be silly.
Buy a tin if you want the souvenir. Eat pastry in Italy proper.
